What to do?

Ask a friend that you know that lives there if they'd be willing to use your account during the EX-Raid.

Contact Niantic support. They've given people a few premium passes in return for EX passes but I don't know if that's only for raids that are unfeasible to get to

e.g. if the raid is in another country or several hours drive away from where you usually play Pokemon Go.

I contacted them when I got a pass for another country. I got nothing.

I'd wait for the next one, bc they won't acknowledge your "free" extra pass as a vital issue. Then again, on one account: 7 EX invites in 40 days.
