They are determined the moment you pick up an egg from a spin. They are just covered in an egg.

For this reason it is possible to hatch a Christmas Pichu months later.

This is true, but Niantic could change it for the event. We don’t know if the person writing the announcement was clueless or if Niantic is doing something different for the event.
