Which Dragonite to take to L30?

A) L21, 12A/15D/14S, SW/DM
B) L20, 14A/14D/13S, SW/HB
Of course, if I choose B, I would use CTMs (have 6) to get OR (also have 10 FTMs). All boils down to whether OR or DM is the better charge move (is OR worth the CTMs?) and whether attack IV matters more. Saving 5k stardust is not a big deal to me; I have 800k and this is a long-term investment.
