Does Dragonite really need to be powered up to the level 29.5 (Dragon Tail 15 damage) breakpoint to be viable as a Machamp raid anchor?

I got a few "good" Dratinis during the event, but the ones with higher levels have low ATK IVs, and the ones with good ATK IVs (12–15) are mostly at lower levels, which doesn't seem worth powering all the way up to level 29.5/30.

Edit: according to pokebattler, Dragon Tail dealing 15 damage is 4–11 seconds faster than dealing 14 damage.
