Better doing Rayquaza or Groudon/ Kyogre raids?

So, for win more Rayquaza raids we get more pokemons from eggs who prefer windy weather. Useful mons from psychic, dragon and flying type:
2km= Abra, Slowpoke, Exeggcute,
5km= Scyther, Smoochum,
10km= Dratini, Ralts, Bagon, Beldum

But, if we win more Groudon/ Kyogre raids, we get more mons from eggs who prefer rainy/clear weather. Useful mons from bug, electric, water, fire, ground and grass type:
2km= Slowpoke, Exeggcute,
5km= Bulbazaur, Charmander, Shellder, Onix, Rhyhorn, Tangela, Scyther, Pinsir, Houndour, Elekid, Magby, Treecko, Torchic, Shroomish, Spheal,
10km= Lapras, Larvitar, Feebas.
What reward do you think is better? For me; Rayquaza, but i need to do more Kyogre and Groudon raids because i don't catch any Groudon and my only Kyogre have -80% IV.

Rayquaza has some great options like Gardevoir, Dragonite, Salamence, Metagross, Jynx, Exeggcutor, Alakazam, and Scizor.

The 10ks from Groudon/Kyogre (Lotad, Feebas, Trapinch) are mostly dex fillers. The only real potential I see in the entire pool is Larvitar, Onix, Shellder (as they're uncommon), and Lapras. Of these, only Larvitar and Lapras doesn't nest, and without its legacy move Lapras can be edged out by Walrein, and Spheal is common and nests (if you dont live in the biome you can still find a nest).

Dratini, Ralts, Bagon, and Beldum are all heavily biome and weather dependent, and moreover don't nest either. They all make super meta-relevant mons when evolved.

This is the first time ever that I read about Shellder being uncommen... But then again Rhyhorn and Geodude are super rare where I live and even with the right weather, they are very rare.

Shellder seems to be really biome dependent; I've caught 225 of them, and I essentially stopped catching them last winter. I still only catch them now if they're weather boosted OR if there aren't any others to catch. I've got 5 95%+ Cloyster (but no Perfects!) that are finally useful.

You realize that 5 95+ Shellders out of only 225 is fabulously lucky right? I've caught 683 and have exactly one 93% and that's it. Kinda envy your squad because I always liked Cloyster and have been looking for one with good IVs for a long time.

Gardevoir is a fabulous counter in Cloudy weather so mine have seen a lot of use, probably used them in the 1st team in 80% of Rayquaza raids I've done.
Without the weather boost they're mostly only good for saving potions against dragon move Ray, which I agree is not that useful.

I got a lot of egg turnover when I bought the big box...was gonna buy a medium box...maybe not now though. Might not mess with raiding as much. Don’t think I’ll get/have enough 10k eggs for it to matter.

Rayquaza. 100% Rayquaza.

Already powered up my 98 Groudon and 100 Kyogre, I just wanted to focus on Rayquaza. Now raid bosses are diluted. Not cool.

There's speculation that the signature moves for Kyogre and Groudon may be released, in which case I'm sure all of us will want to get them instead of Rayquaza...
