I have tried 7 times to change my Mewto Charge attack to Shadow Ball and failed so far. Is Focus Blast a good second choice? Has anyone succeeded in getting Shadown Ball with a TM?

What Niantic should implement is this: If you use two charge TM's in succession, it should NEVER cycle between the same two moves, but the second time go to the third alternative. Of course with Mewtwo there are more than 3 alternatives, so it still might cycle between 3 alternatives. But for the majority of mons with 3 charge attacks, this would prevent massive drain of Charge TMs just to get one move.
That would make it too easy, and everyone would have the best moveset on every decent pokemon. No diversity, no thanks.
And believe me, I've been frustrated a number of times myself trying to get a move I wanted. Off the top of my head, it took me six CTM's to get SB on a legacy SC/DP Gengar, and I spent seven CTM's and still failed to get DP on a legacy KC/CC Machamp before I gave up. I've spent four or five a few other times. And then sometimes, I got the move I wanted on the first try.
This is a good example of how ridiculous the distribution and mechanics of Charge TMs currently are. Most of us get maybe 1 Charge TM for every 4 or 5 Fast TMs, yet it only takes 1 Fast TM to get the desired fast move, but I've read horror stories of players burning through 14 Charge TMs attempting to get Outrage on a Dragonite and I personally blew through 8 Charge TMs before I finally got Dazzling Gleam on a Gardevoir.
With Mewtwo having 4 different Charge moves, it must be a nightmare.
