Where is Spinda?

Okay, so this wave of new Pokemon was the last one and now we still have some Gen 3 mons unreleased: Nincada line, Clamperl line, Kecleon and... Spinda. The first mons have their reasons to remain unreleased due to having unique abilities and Clamperl requires different items to evolve but Spinda... it's just weird. When I played Saphire the only thing I remember about it that it's just painfully weak and there are tons of them on one of the Hoenn routes. So why does Spinda remain unreleased? Does it have some unique perks that I've slept on somehow?

They kind of messed up with Castform and Deoxys, I don't know what they'll do about the others. Castform normally should change with the weather when in battle, but instead it's in a fixed form no matter the weather. And Deoxys changes shapes based on either which game it's in, or which city it's in. Could change form based on map locations, but instead it will be treated as separate in each form.

Spinda will need a texture generator so as to not store heaps of textures on the phone, and Shedinja will need both the mechanic of being shed if you have a spare pokeball, and the Wonder Guard that prevents it from being killed by anything but super effective moves. Clamperl items would be easier to add, Kecleon could use something similar to Ditto but not as a move, instead as a reaction to the typing of the move it was hit by.
