Is Kyogre still considered the hardest legendary to catch?

I was able to get to 80% with a decent sample size and consider it a pretty good achievement.

I didn't have the chance to catch all the Legendaries released so far, but Kyogre was crazy hard before the update moved it closer. I was able to catch it before the change, giving me 1/6. Currently, I am at 50% in spite of the rough start.

I think it's due to the original position of the Pokemon which was much further back, made it harder to get bigger throw bonuses, plus the fact that it moves side to side rather than jumping makes getting good throws harder if you can't hit it at the sides consistently and also aren't patient enough to wait for it to move to the centre and attack - some people may just get impatient and do a straight throw when it's at the sides or if curved, with a smaller throw bonus.

In my opinion, Kyogre, before the update, was probably a close second to Moltres, who I believe was arguably the hardest legendary to catch. Both of them had very small circles positioned dead center on their faces. The fact that they both were really far away and were in constant motion made it much harder to hit the ball on the circle. Moltres was harder because it was airborne, and it's much harder to land Great/Excellent curveballs on airborne Pokémon. Plus, Moltres attacked way more than Kyogre did, even after I waited for it to attack, it just flicked my balls off left and right lol.

Kyogre, after the update, became less difficult for me to catch than Articuno, who was the third hardest legendary to catch for me. The enlargened circle just made it easier to get Great/Excellent curveballs on Kyogre now. My catch rate for Kyogre is now among one of my best for the legendaries after the update.

You made me remember the terror of the Moltres days. They were definitely worse than Kyogre IMO but I admit I was a far worse thrower back then. Not to mention the curve ball glitch- 1/4 of the time it's not actually a curve ball when you hit.

You do have a point. Curveball glitch was, in fact, a problem. Maybe after lobbing balls at legendaries for so long, Moltres might not be as hard right now as it once was (if it ever returns).

I guess I'm the outlier here... caught 50% (2 out of 4) before the update, and 0% since (last 5 ran). Admittedly a small sample size (only 9 total raids), but I don't think my throwing skills are suddenly so much worse than before.

I wish I didn't want more Kyogre... could just let it go... but it is such a useful mon. It's almost as if the game senses my frustration level - maybe because I hesitate, and take too long to throw - and therefore makes sure I can't catch it. Sounds weird, I know, but that's the impression I get.

Maybe I should just tell myself that any further Kyogre raids are for the rewards - and catching it is truly a "bonus".

I think Lugia was harder because the ring set trick didn't work on it the way it works on pretty much every other pokemon. Kyogre pre-update certainly seemed very hard for most people.

Since they made it easier I have caught 10 out of 10

The new ones seemed to be much harder to catch than the old ones. 10 balls all greats and excellents still no go. The old ones are easy as long as you can hit them.
