Powering up Mon

Is it always better to power up a mon with 15 attack and lesser defense and stamina (ie 15 13 10 ads) Vs a mon with say 13 or 14 attack but higher defense and stamina (say 13 14 15 ads)

I know the 2nd would have higher CP but the former should do more damage correct?

Not necessarily. The damage formula rounds the number a lot so the pokemon will deal the same amount of damage for several levels, then hit a "breakpoint where the damage will jump to the next integer value. There are some high level breakpoints against some raid bosses that can only be reached with 15 atk IV, but they are pretty rare. Generally speaking, a lower attack IV can still hit the same breakpoints with a few extra power ups.

Defensive breakpoints are very important so the answer would be no.

depends on the pokemon, on glass cannons I agree as they need them to survive, however on bulky attackers such as groudon, it could be argued that you don't want to hit them for faster energy gain. IMO on bulky mons only care about attack, rest makes no difference. on glass cannons look at the IV as a whole and look more carefully into defensive breakpoints

I say yes in general. Good counter example is gengar's bulkpoint vs confusion alakazam boss, you could lose couple damage points vs launching one extra SB.
In addition to opponent's lvl and ivs bulkpoints rely on moveset and rng, so it's way more subtle **in general**
