Kyogre dilemma and general question

for ho-oh don't bother powering up until moves change

I'd pick the Lvl 25 if it has 15 attack. 15 attack & over 80% IV, good combo.

I would go with the 96% unless you are short on RC. 1 extra attack doesn't make a noticeable difference with slow powerful moves like waterfall. Also, the lvl 25 is equivalent to a lvl 30 gyarados, so can be used as-is in most situations.

Both eventually, but not until he’s gone. If I had to pick one and dust/candies were no issue, the second one. If dust/candies are an issue, the first one. Forget Ho oh until his moveset becomes worthy.
