Moves determined by CP & IVs?

Just recently evolved another Victreebel. Got Acid/Sludge Bomb :|. Had an older one with the exact same CP and IVs with Acid/Sludge Bomb. Could CP and IVs dictate what moves our Pokémon get?

The same mon caught by two 30+ players can have different moves after evolving, so No.

As everyone said it is totally random, you are just having bad luck. I am also having really bad luck with all my grass type mons (except Venusaur which got the best offensives moves on first try), I have now evolved 6 Victreebel (no one with 2 grass moves) and 5 Vileplumes (again none with 2 grass moves).

Just keep trying, and good luck ;)

I feel your pain. It took me 5 Vileplume evolves to get razor leaf petal blizzard, 6 Venusaur to get vine whip and solar beam, and I am still waiting on Victreebel after 7 evolves for a double grass.
