Can this be explained with rng?

I did a total of what i thought was a total of 5 or 6 gyms in tsim sha tsui and of course the result there was tst static kite which was for whatever reason i didn't raid in the past week. There were also a few gyms that i can raid but did not get around to.

But i already did a kyogre raid in the gym row 16 yesterday right before the passes were given away, and i think it was raided exactly at 15:00, although i forgot. Yet i did not receive any ex raid passes. Seriously?

Is the clown hell system just biased against me or i am doing something wrong?
