RNG and legendary pokemon catch rates

I have been reading alot about how RNG will ultimately decide if a legendary raid boss is a catch or no catch, even if a trainer is skillful to land all balls with an excellent throw and golden razzberries. What I don't seem to read on the forum (maybe I am not reading enough) is how it actually works. Does anyone have more literature on how RNG works? I remembered back in those days when raiding raikou and entei, I was able to land all curve balls with excellent throws coupled with golden razzberries but it would still fled on some occasions, so I attributed that to RNG not being in my favor (but till now I still don't quite understand how it works)

Every pokemon has a base capture rate. For legendaries, it is typically 2% (Mewtwo is 6%).

Basically every action above the norm (just hitting the pokemon with the ball), increases the chance to catch it. The better the throw (including curve balls), the better the berry, and the better the medal, the greater the chance improves.

Based on the base capture rate of 2%, accomplishing everything possible perfectly only increases the capture rate to about 15%. So, no matter if you're the best ball thrower in the world and have the right berries and medals, there's always a chance to fail.

Sometimes the numbers are in your favour, sometimes they are not. This is basically RNG.
