Using Groudon to counter Kyogre... DT or MS?

What's the preferred quick move (assuming no weather boosts)?

Dragon Tail or Mud Shot? I'm really lost here... I honestly think DT is preferred, but could be wrong.

Their neutral damage is comparable but when using a charge move with type-effectiveness Energy-per-second is a larger factor.

Go with Mud Shot. It'll help you dodge all those super-effective moves too.

Should I power up a Groudon with 89%, ADS 15/14/11? It already has MS/SoB.

Yeah Groudon is pretty solid vs Thunder Kyogre, though Thunder is the easiest moveset by far.

At high levels it's also good against Blizzard due to being able to tank it. Will get Solar Beam off every time unlike grass mons.

It seems that there isn't much of a difference unless your Groudon is maxed, in which case DT is better, it has a last breakpoint very high.
