I would power up any Mewtwo above 80%. I have 88.9% 15/15/10 PC/SB, and 86.7% 11/15/13 C/FB, and no regrets with either of them - worth every rare candy spent on them.
As for moves, I prefer the variety, but whatever. The lower Att stat I use with Focus Blast to wipe gyms, it's faster than my best Machamp, and survives all Zen Headbutts. The low Sta I use it as "more-than-glass" cannon for raids (it's at higher level because it was my first one).
No. You'll get a better Mewtwo once they find a way to make it accessible to any and all players, finally getting rid of the EX Raid Pass system.
Don't waste any Rare Candies or Stardust on this dud. Heck, if you find yourself running out of room in your Pokémon Storage, you might want to transfer it during a Double Candy event to get the 2 candies.
And if you don't get another Mewtwo before Trading becomes part of the game, you might be able to trick someone into trading for it - maybe you can even get a %100 Ratatta, or Paras. (I've got those, I'd be willing to part with one for a crappy Mewtwo. Heck, I've even got a %100 Azumarill that I'd be willing to part with!)
A MewTwo has combined base stats of 675. Add 45 for perfect IVs, and you get a total combined possible stat score of 720.
Your 10/14/10 Mewtwo has an IV total of 34. That gives it a combined stat total of 709.
709/720 = 98.47%.
The IV percentages that most often get thrown around refer only to the "out of 45" IV total, which means less and less the more total stats a Pokemon has. So your 75.5% evaluated MewTwo is a 75.5% Pokemon only when taken in the vacuum of IV ranges--not on its whole merit.
You could break this down into further percentages by Attack, Defense, and Stamina, but I wanted to comment only to suggest that we begin looking at Pokemon in their composite rather than simply by IV percentages, which don't tell the whole picture and often keep people from investing in and enjoying Pokemon that otherwise would serve them quite well.
