O_o? The second has 1 higher atk and def IVs, and only 1 lower stm IV which is meaningless... obviously better IVs overall. The question is entirely about the power up cost difference of 20 vs 25.
Depending on how high you are powering up:
20 to 25 costs 31K stardust and 28 candy.
25 to 30 costs 44K stardust and 38 candy.
30 to 35 costs 62K stardust and 64 candy.
35 to 40 costs 88K stardust and 118 candy.
