Is it worth it to learn to dodge more effectively and use multi bar moves?
I have typically played using the so called best movesets listed here and on other sites which mostly take into account statistical DPS. My experience in actual play is that dodging can be frustrating due to data coverage, phone ram stalls, etc. What is the general consensus on the type of strategy that works best for gyms and raids? Are they different?

You may not need to dodge during raids as long as you can survive after a charge move so that you gain more energy and use more charge moves faster. But it all depends whether you pokemon is already fully charged or not. If it is (nearly) fully charged and don't have enough time to fire a charge move before the opponent, you should dodge it.
In gym battles, where I often care about survivability, is a good place to practice dodging.
If playing with a weak account or if low on resources, it is worth it to dodge during raids, and take advantage of the dodge bug to swap out. Using this strategy with my wife's lower level account keeps everyone from fainting and helps rebalance potions/revives. Obviously only do this when no chance the raid will fail.
