dragonite and electric types

gamepress recons that dragonite should take neutral damage from electric attacks as its dragon type resits and its flying type is weak to it, so they cancel out, however in game I always get not very effectives when I use raikou against dragonite, so why does dragonite resist electric type attacks and why does game-press say it doesn't
