Could the 9% upper-echelon legendary nerfs just be a precursor to an increase in players' max level?

39s, 40s, and 30 million+ say there should be a max level increase. With that wouldn't they have to up the level you could power pokemon up to? Maybe by 9%? The base stats would stay different than pre-nerf, but maybe it washes out with the max level increase. Any clarification, knowledge, wisdom welcomed.
