15 15 10 Magikarp

I'm currently level 29 and my best magikarp in terms of IVs has 15 HP 15 Defense and 10 Attack. Should I evolve him when I get enough candies? I only have 127 magikarp candies with no garidouses yet and magikarps aren't common in my area. But when I get enough candies, should I evolve him?

The short answer is no. By the time you accumulate 400 candies you should have by then caught a better IV. Also at present you can get level 25 Magikarp boosted whilst raining from raids.

No point asking now when you can't evolve it yet as you'll either eventually find a better one, or Kyogre will be released who'll eclipse Gyarados as a water type attacker so you wouldn't want to invest in one by that time anyway.

Even if you did have enough candies I wouldn't evolve it unless it was already really high level as the lower attack IV would end up costing you more dust in the long run when it comes to powering up to breakpoints and like I said earlier, Kyogre will be better, so unless the investment was only candies and no dust for a great Groudon counter, I wouldn't evolve.
