I'm finally interested in Groudon (with solar beam...) My city's raid map tells us the moves 1 min before hatch, if I pinpoint close Kyogres that have thunder...maybe can get people there via chat more consistently. When they struggle and/or run into a buzzsaw then they start to expect me/others to do a LOT of chat recruiting/organizing before they will commit to help
Worth taking all legendaries to 30?
I was trying to save rare candy to max a legendary but then I decided to just use it to power all of them to level 30 and slowly level them as I collect more candy. I already have a Raikou and Mewtwo maxed out. My next couple are Lugia (93%), Ho-oh (91%), Articuno (98%), Groudon (91%), and Entei (98%. Which legendary currently has more purpose in todays Meta apart from the ones I already have powered.
Also is Solar Beam better than Brave Bird for Ho-Oh? Typically from the standpoint of an overall gym attacker rather than a specific rock or water counter.

I have only powered up the first two legendaries caught to lev 30, Articuno (which there has been very little use for) and Lugia (somewhat better). I have not had really need for the legendaries, as I have focused on 10-15 regular Mons that I have maxed out to 39/40, many of whom I had from the old gym system. But I will eventually power up several of the legendaries, Raikou and Zapdos being probably most useful going forward with Kyogre coming up. Kyogre seems to be particularly powerful, and I am afraid my Jolts will be too frail.
Articuno and SoB Groudon are the ones that are currently the most useful, being good counters to Groudon. Groudon will be a good counter to Kyogre, while Articuno will be a great counter to Rayquaza. Entei will be a great counter to two Regis. Lugia and Ho-Oh are amazing TDO counters to Machamp and have very good potion efficiency in gym battles. Depends what you value.
Solar Beam is better for Ho-Oh than Brave Bird against neutral targets. Brave Bird's only use currently is countering Machamp.
If using Legendaries against Groudon, I think you should include Ho-Oh, which is good against all three charge move sets. Groudon is relatively easy to counter with non-legendaries that many already may have stacks of, like Gyarados, Vaporeon, and Exeggs, I would recommend using them before powering up legendaries and rather save the dust for Kyogre which I suspect will be a greater challenge.
