Is Hariyama worth powering up?
I have an 87 IV Hariyama at 1240 CP. I don't have any good Machamps because they are all certainly caught my attention and around 1600 CP. Should I power up my 87 IV Hariyama, he has 15 on attack, 11 on defense, and 13 on HP. Should I power him up?

Just evolve a wild high level Makuhita if you can, it's only 50 candies compared to evolving into a Machamp, plus in my experience Makuhitas pop up way more often than Machops during cloudy weather.
The Hariyama may have better IVs but it doesn't matter, Machamp is the better Pokemon. IVs simply mean it costs you less power ups to reach the same effectiveness as a lower IV Pokemon if you're not maxing it, and I wouldn't max a Hariyama when Machamp is better.
If you're going to use stardust anyway it makes more sense to invest into a Machamp even with mediocre IVs, preferably one that already has Counter + Dynamic Punch.
Both will eventually become obsolete, the Machamp because of it's IVs and the Hariyama because Machamp is better, but until you do find a really good Machamp, it makes more sense to invest into the Pokemon that will perform better in battles.
+1, hatiyama is only 50 candies and makuhitas are very common now when cloudy, I still hesitate to power up ⑮⑬⑬/23 with DP. I already evolved few lvl 33-35 and got two 2400+CP with DP. About one week after release machopes were common as well, so I got 2 lvl 33 and 34 with 15 att.
If makuhita will stay that common I'll get a team of over ten DP fighters within a few weeks, and will barely invest into any hariyama/machamp until it'll be 95-100, 15att.
