Which is the best grass move for offense? (Groudon purpose)

You see me only referring to quick moves here but we can discuss the best grass set while we are at it.

Razor Leaf is the best for continuous DPS and doesn't rely on solar beam to pull in the hard work, seems to be ideal for the 'one solar beam per pokemon' strategy using it against groudon. Not the best for gyms though

Vine Whip is the best for dodging and energy generation but you'll almost never get to the second solar beam for groudon with each pokemon (assume you dodge the first one, the second one is going to take you out by the dodge glitch). If you do manage the second solar beam then its definitely gold (possible if you're lucky with VW, surely impossible with RL)

Bullet seed seems flat out worse than the other two, but it is available on the two best grass mons (exeggutor, sceptile)...

I'm gearing towards RL as the best move, if you're using a pokemon that has a choice between VW and RL, but otherwise I would choose sceptile or exeggutor to begin with.

And before anyone brings up gyarados, I'm aware its the best counter but I don't have 12 of them to last the whole fight :)
