Which should I evolve to Dragonite?

So, I'm deciding which pokemon I want to evolve to dragonite.

I caught a CP 393 Dratini that has the highest IV I've ever seen (30/30 Battle IV, 15/15 HP IV, and 100% CP Rate). BUT with that being said, it is only CP 393.

I actually already evolved it to Dragonair because I got excited. I've attached screenshots of the end result. Only one dragon move, and CP still super low.

My dilemma here is that I caught a Dragonair with a double dragon moveset, a B-level IV, and a fairly high CP of 1108.

I have yet to even encounter a dragonite.

Who should I evolve?

Moves on the basic or stage 1 pokemon say nothing about the moves of the stage 2 pokemon. It's all random after you hit the evolve button. I would grind enough candy for evolving 2 dratinis, and in that process, hope for finding a better one. I always prefer dusting pokemon which come from eggs. They have the best CP/IV combination IMO. Getting this 699 dragonair in a fat CP range would burn a hell of dust. I've seen guys spending 80k dust to get an 2000 dragonite into 3000 CP. So that's a question of how much candy and dust you are ready to spend

Don't worry about the moves on dragonair. It's gonna get new moves as dragonite anyway. I wouldn't power it up either of them. Evolve the perfect cp first then if it has the moves you want then max it out because a 100% IV dragonite is worth any amount of stardust you have to put in to it
