2 questions- Evolve and Power up/ safe or transfer
1. What to do with this Combusken?
18 lvl/15 HP 9 ATK 14 DEF/ 84% CP 729
Worth evolve and power up, or better looking for better one (this is my only high IV, and i have enough candy to evo and power to lvl 30, also in my city torchics are very common now).
2. Today i catch high iv and lvl Makuhita, and after evolve i have this:
33 lvl/ 11 HP 12 ATK 15 DEF/ 84% CP 2439 Counter/ Close Combat.
I don't need another fighting type mon, so i think about safe him for trading, but is it worth? Have high lvl and good iv, but this moveset...

Personally I'd get rid of the Combusken. It's overall IVs are decent but IV distribution is important, not just having a high IV total.
Also it's level is quite low so it would still need powering, and because of it's lower attack IV it would require a bit more on top of it compared to a better IV one which more or less makes up for the candies you save from it being a Combusken and not a Torchic.
If it's level was already high you could make a point for evolving it because you could use it without investing stardust but because it's level is so low and therefore you need to power it up, if you're going to spend stardust anyway, why not spend it on something that's worthwhile.
As for the Hariyama, it's only +1 Pokemon slot if you get rid of it. It's not going to make a big difference but it could still be useful, so I'd keep it.
Close Combat is worse than Dynamic Punch and Hariyama is worse than Machamp but it's still the second best fighting Pokemon in the game and Close Combat is still a good move. Maybe in a future raid you need to rejoin if all your Machamps faint, and that Hariyama could become useful.
I'm sure there's worse Pokemon that are wasting space in your storage.
In my city, Treeckos are everywhere and usually boosted. This 817cp 14/14/14 level 33 was followed by an 822 level 34 w/ 15 attack 180 seconds later. I wouldn't dare ask the question which to evolve---this game/convo has gone well beyond those miniscule matters. Tenths of seconds in theoretical clear time.
