Sudowoodo catch rate

Just now, a CP 1758 Sudowoodo spawned in my house. So, I decided to try something: Catch it using only red pokeballs with no berries, and see how many balls it takes.
All balls were curve balls, with 60% great/excellent curves. The Sudowoodo ran away after breaking free from 34 balls.

Red pokeballs have been overflowing in my bag anyway, so that isn't a problem. Does Sudowoodo really have such a low catch rate? I already have gold on rock medal.
