Which Ho-Oh should I Power Up?

These are my two best Ho-Oh:

1) 98% with 14/15/15
2) 91% with 15/13/13
Both are level 20.

How much importance do you place on having 15 Attack? Is this a case where I should still go with the 91% because of the 15 attack or is the 98% too good to pass up?

Unless you got millions of stardust to blow Neither. If you do have Millions of stardust to blow the 98% one. 1 attck stat doesn't change very much if your planning on going to lvl 40 and the meta can always change again in the future.

This. Ho-Oh’s typing and stats are destroyed by the awful movepoll. For literally every move set there is a better option. And for generalist purpose, well, he has some uses, but you can get other generalists without spending 200k+ dust.
