Which Ho-Oh Should i power up?

I will power up a Ho-Oh up to lvl 30 just for fun. Which one is the best choice ?

Both excellent. It doesn't really matter. If you have a specific matchup in mind, you can check the breakpoints, but that's a small effect.

You won't power up a Ho-oh for fun because Ho-oh isn't fun. Ho-oh is bad. Save your rarecandies/stardust for the upcoming legendaries.

I have to agree with this, maybe use the candy you have on hand but rare candy is better spent on Groudon, Raikou, Mewtwo and even Moltres
