Ho-oh Raids - damage
I'm in Manhattan so raids go fast; I usually only use two, maybe three of my guys before the raids are over with no dodging. I am mostly trying to increase my damage so I can get that extra ball or two - I am always Damage +1.
Here is my team - what do you think is going to cause the most damage assuming no dodges. That way I can front-load those mons:
Golem 2791 (RT/SE)
Dragonite 3269 (DT/O)
Gyarados 3115 (DT/HPump)
Vaporeon 2660 (WGun/HPump)
Gyarados 2431 (DBreath/HPump)
Tyranitar 2179 (Bite/SE)

Thanks - I had windy weather so I went Gary / Dnite / Golem, but I still only had +1 damage anyway. I thought I might be in better shape because there were only 15 people, but oh well. Ended up with a level 35 Ho-oh and the raid also raised me to level 36 which was nice.
Weirdly, I had been using golden razz and got 13 greats / nices, but hadn't caught it. On the last throw I never use golden razz because I thought they were always uncatchable on the last throw, but that time I got it anyway.
Party size is the bigger variable...if it is manageable and other people are willing, it may be in your interest to try to form raid groups in smaller sizes instead of improving your team.
If I go in unorganised parties of 15+ people, I also can't get more than 1 ball even if I rock my 6 Golems, which is the best possible setup for a Ho-Oh.
In any case, you are aware Ho-Oh ends tomorrow right?
Unless you're facing Solar Beam, Golem and Tyranitar will clean up. Try to power up the Ttar some, and bring it further up the lineup. Both also resist fire, so against Fire Blast they should do very well. But it's all about hitting Ho-Oh's double weakness to rock.
To do more damage, bring more Golem. It's like cowbells for Ho-Oh. And send the Dragonite to the back (no damage bonuses) unless you're facing Solar Beam.
As Lecafe88 said, or putting it even more forcefully, if you are raiding Ho-Oh with enough people (high level or otherwise) that you only go through 2 or 3 attackers, you should not expect any more than 1 damage ball for personal contribution. Not going to be any better regardless of which order you use.
