What is the highest level wild catch? Did it increase?

Lvl 35. Due to weather boosting since Friday. Also higher chance of good IVs.

If a Pokémon has weather boost, lvl 35 is the highest level wild catch. So, yes, it did increase, but only through a weather boost can you encounter a Pokémon higher than lvl 30 in the wild. Otherwise, lvl 30 is the highest.

My question: I just hatched a phanpy in sunny conditions, why isn't it a 100% level 25?!
