Power up or wait?

Hello guys, im currentrly level 20, almost 21, probably in 2 or 3 weeks ill be at level 22 using the luck egg evolutions, in my city there is only 2 stops far from each other and no gyms. Sadly, for what it seems, niantic will do nothing about this for now, so a 3500 dragonite is useless here kkkk do you guys think if i catch a level 19 pokemon with nice IVs, start powering up and wait for the gyms to come or wait for the gyms than start building my team?
