93% Lugia, 15 Attack, Extrasensory/Hydro Pump
91% Raikou, 15 Attack, Volt Switch/Thunder
98% Entei, 14 Attack, Fire Spin/Overheat
Don't really care about using rare candies, dust, or TM's. Also don't really need anything in particular. I was just looking for some variety in my top 12.
Hands down raikou but TM it to thunder shock and wildcharge - he is currently the best electric attacker in the game.
Entei and lugia depends on ur needs. If you want to solo machamp and don't have great psychic types then lugia with extrasensory and futuresight or sky attack is a solid tanky option. Go Entei if you need fire types (I did this because I never powered up a flareon and have good psychic attackers).
Raikou, as above stated, is a standout in its category for DPS.
Entei simply adds greater bulk (or a two-bar option) to Flareon's fire DPS
Lugia serves as a bulky generalist with decent DPS for its tankiness and unique 4x fighting resistance (if you don't believe me, check out Lugia's Duel Ability!)
I agree with above two. Raikou should be priority 1. A powerful Raikou is relevant right now with Ho-Oh as a raid boss. Then Lugia would be my #2 preference if you still have candy and dust to burn. Funny that you posed this question, because I just dropped a bunch of dust from the recent event on powering up a Lugia and Raikou.
