Golem legacy moveset?

I have a Golem with 91% iv with Mud Shot (6 damage).
Compare with Mud slap (15 damage) both have 14.81 true DPS (attack speed and STAB).

Then Mud Shot + Stone Edge is an attack moveset tier A?
(Gyarados and Omastar has legacy moveset tiers, bu!)

Mud Shot is better than Mud Slap for attacking because the shorter duration makes it easier to dodge.
