I was lucky enough to catch a 100% Raikou yesterday and my second 98% after that one. So I will definitely power up that 100%. But for now I want to power up two electric legendaries. My Zapdos has 14 atk (87%) and my other Raikou 15 atk (98%). Which one should I power up considering candy and dust are no problem to power up 2 electric legendaries?
With the 100% Raikou, I'd probably power up the Zapdos as the secondary. Raikou is probably more useful overall, but Zapdos's typing means it'll be more beneficial in certain circumstances, such as when fighting a solar beam Ho-oh.
The 98% Raikou sounds worthwhile of a power up at some point in the future.
The difference between Raikou and Zapdos is very small, and partially determined by possible movesets, which can easily change in the future. In these cases, diversity is always the best choice. If you bet everything on one horse and that horse gets a nerf, you will be sorry for not powering up other stuff.
