Which Ho-oh shall I keep?
Hey, everyone. I usually don't make threads like this (only did it one time lol), but I've managed to catch two Ho-oh yesterday, both with decent IVs worth consideration, and I'm having trouble choosing one over the other. Here are their stats:
-2187 CP, (15 HP/11 ATK/15 DEF), 91 % IV
-2195 CP, (10 HP/15 ATK/15 DEF), 88.9 % IV
(Moveset isn't important right now, as I plan on experimenting with different combinations of Ho-oh's moveset to see which one I personally like the most with the use of TMs.) Lately, I've been seeing a lot of posts highly emphasizing the importance of high attack IV, which is enticing me to choose the 88.9% Ho-oh. Plus, the 88.9% Ho-oh has a higher max CP potential than the 91% Ho-oh. However, I haven't used Ho-oh in battle yet, and don't know how good of an attacker it is. If Ho-oh isn't that great of an attacker, then would it make sense to keep the 91% one, which could play the anchor role like Lugia? The only downside I see to the 88.9% one is its lower HP compared to the 91% one, but I did the IV calculations, and saw that the difference in HP when both are at level 40 is just a mere 4 HP, which isn't a crazy difference, right?
Do you guys have any advice on this conundrum of mine? Of course, if I manage to capture a Ho-oh with better (or perfect) IVs, then this won't matter anymore. But, assuming the 2195 CP Ho-oh is the best one I can find and get, or in the event that I fail to catch one with better IVs, I'd like to be prepared in advance, so I'll hold onto these two Ho-oh until then. Thanks!

Even if you're using it as an anchor you're still going to attack with it, are you not? So why should you value attack IV less?
Higher attack IVs mean less power ups to cross damage breakpoints which is much more useful than 4 extra HP which might not even make a difference, but +1 damage on every quick move you use will make a much bigger difference and is always beneficial.
Also in some cases there are breakpoints that cannot be crossed even when maxed out if your attack IV is too low.
