The same thing happened to my Dragonite, but if anything it's a great defender :). Overall, I'd prefer an attacker with an offensive moveset since I'm actively making use of its traits, vs just letting it sit at a gym with no control over it. SW is effective against Rhydons as well, and there are plenty of those in gyms for the time being.
Power up this Dragonite?
So now I'm sitting here with my freshly evolved 2nd Dragonite at 1614 CP with IVs of 15-10-14. Unfortunately it came out with SW-HB, just like my first one, so I'm truly disappointed right now... I was hoping for a DB one so badly, so I'm unsure about powering up this one. I dont really care about the dust, but I'm not sure, if its really worth the candy, or if I should just wait for another 120 candy... Dratini are not really common in my area, but with buddy and friends catching for me, I average about 3 candies a day.

You need to keep trying for a DB one. It is an AMAZING pokemon to take down gyms. I evolved 3 near perfect dragonites only to have them end up with SW.
100 IV - SW/DC
98 IV - SW/DP
96 IV - SW/HB
I wanted to quit this game after so many high IV dratinis + plus dratini candies were wasted on a SW dragonite.
Finally, on my fourth try I get DB/DP. It is an absolute beast for attacking.
If I were you i would save up my candies and attempt to evolve another dragonite. First, because dragonites are not that amazing defenders anyway due to their weakness to ice, and their HP is good but not great like vaeporeon/lapras/snorlax.Secondly, the way the gyms are now its not too important to have a high CP defender as it was before. Gyms still get knocked down easily.
A dragon breath dragonite will change your pokemon go experience for the better. Beating down gyms becomes even easier. Its worth the risk of grinding up candies again and trying your luck at rolling a DB dragonite.
Hm, I am Instinct, so I was forced to organize with other Instincts, this means, I have a group of 9 guys, I usually team up with and build a gym, so sitting high is still a valid argument for me.
Also Dragonite may have a weakness to Ice, but it is still in the top 5-7 of defenders imo.
The worst thing for me is the feeling, that I just wasted 100 Dratini candy, if I will let this guy just the way it is right now...
But yeah, I know, what an offensive force a Dragonite with DB is... I have a 15-10-15 Dratini left, so safing up seems like a serious option for sure.
I was also considering powering it up to about 2,7k, so its at a middle spot in the gyms, so I would still safe 24 candy, to bring it up to the magical 3k, while it is still a decent defender.
Took me until my 6th Dragonite to get DB. I feel your pain. I was sitting on 5 Steel Wing's and not a single decent attacker.
Finally I got DB for 2 of my last 3. They're insane. I think with the 2 of them alone I could take down most gyms I come across
If you want to power him up as a defender, then sure - go for it. IV's aren't nearly as important for attackers, anyway. If you already have enough defenders, then leave him be for now while you gather enough candies for next evolution
Damn... I have the same thing with Exeggutor, ZH-SB/P or C/P as the arguably 3 best sets seem to be impossible to get for me, all 7 had C/Seed or C/SB so far... Sometimes I think the game is rigged, so they keep us playing.^^
I do have a few good defenders, maybe about 7. Since most gyms dont stand too long, I dont really need a lot more though...
The more I read about your experiences, the more I think, I will gamble for another one with DB...
