Seems like you have enough candy to have it both ways. You can max out the B/C 91% one and continue to go for a better one and power it up later. I would also consider what you are planning to use it for and investigate if the breakpoints would support your benefiting from maxing it. I only have one good TTar, BC 15/14/13 A/D/H, and I'm happy with having maxed it out.

Unlucky Tyranitar
I have three powered up Tyranitar. Two pre-raid at lvl 35,5 3380 CP 89% IV B/SE and one 91% B/CR lvl 31,5. I want to have one B/CR Tyranitar maxed out. Normally I only max out 96% IV or better. I am not a fan of waiting too long. Have done 20 raids and have 3 other Larvitar at lvl 20 91%.
Would you max out the B/CR one or wait and just power up a fourth one? I have 500 candy and dust is there to be spent! Thanks ?
