Which Dratini to evolve?
I'm in doubt which Dratini I should evolve. I want to have one Dragonite with the current best moveset DT/OR and use it in raids.
So power up to at least LV 30 is necessary.
I have 3 options, 164 candies and enough stardust.
1: 91% 15A 13D 13S level 10
2: 87% 11A 15D 13S level 20
3: 69% 13A 5D 13S level 28
I also have 50 rare candies to power up if needed. Dratini is rare here especially with the Halloween event.

With the candy left over after evolving, you will be able to power up to:
1) 15a/13d/13s, level 21, 2128CP
2) 11a/15d/13s, level 27, 2709CP
3) 13a/5d/13s, level 32.5, 3084CP
Might be good enough to evolve #3 and take it to 30 (2961CP) for now. Then make #1 your buddy as a future project to work towards.
I also hope you have a Fast TM and at least one Charge TM. If your luck is anything like mine, it is most likely to get Steel Wing/Hyper Beam.

- you mean the event where feeding random Dragons in Gyms awards you with 2 candy for every 100 berries spent instead of 1 and the event where you have to walk 2.5 instead of 5 km? The event where you can send all your Dratini to the professor for twice the candy? And the event where each wild Dratini encounter nets you twice the candy amount as well?
Um.. yeah!
And I would definitely go for Option #1
Attack is really the most important stat and 91% is better overall anyways.
I wouldn't invest rare candy though and rather walk Dratini and spend ALL your berries (you might save some golden razzies and Pinaps for Raid bosses, but don't use berries on regular wild encounters (apart from Pinap for wild Dragini)) on feeding random Dragons in gyms in order to maximize Dratini candy
I'm not even sure if Dratini spawns are affected by the event at all but even if they are they definitely don't spawn half as often (or less). You do get twice the candy (quadruple with Pinap berry) for catching them don't forget that.
I still think that you would regret powering up a 69% IV with only 13 attack at one point in the future.
In this instance I think the issue is candy not stardust. If he evolves the 69iv it'll only take 18k of dust +139 candy to get to lv 30. That's not much cost to have a usable Dragonite. It could be months before he gets enough candy to make either of the other ones usable.
So the question he's asking is should he buy a discount Dragonite to use during the months/maybe year it takes to get a good one or keep saving (for months) for The good one he already has with no Dragonite to use in the meantime. Knowing you get what you pay for. I would normally advise since it's his first to go with the cheap one, then keep saving up for one even better than the 91 iv that he's already got. However, with Gen3 around the corner and the possibility that DT/O becomes legacy I'd have to advise to evolve the 91iv. Because if it ends up being the only Dragonite you will ever have with the moveset you'd want it to be a good one worth powering up past Lv30.
#3, definitely. I like #1 better, but you need more than the 93 candies you'll get for evolving and using all of the Rare Candies to bring it up to the same level as #3 is now. To bring #1 up to level 30 isn't possible for you at this time.
#2 is just not good in the current meta - I'd actually transfer it to get 2 more candies. (The only real value it has is as a Gym defender due to the high Defense and Stamina, and no gym defender is worth 121 candies. NONE. Nope nope nope.) Even then, you need about 66 candies to get it up to Level 30, which you don't have.
So #3 is the only viable option.
*edit: Was using Level 33 as the evolution point, not 30, then mis-corrected the Candie's number from 98 to 96. Should be 66 as was pointed out below.*
I know I'm the only one, but I would go VERY much for #2. The CP difference at Lvl30 between 91% and 87% will be virtually nil (maybe around 40? The IV calc will tell you) but the 69% is just too low to spend 124 evolving. The candy taken to catch up #2 to #3 will be painful but long-term a MUCH better choice. Buddy up, feed Dragons, and do some 1-3 solo raids and it'll happen faster than you think.
Lastly, powering up 69% beyond 30 is crazy whereas 91% is only a few points off perfect and worth powering to ~35 or so! Think long term!
