Alakazam and Lugia have a different role in machamp raid. Lugia is an anchor and alakazam a glass cannon, so the decision which one to power should be based on whether you time out (power alakazam) or survivability (power Lugia). If you decide to power lugia I would go for the one with the higher atk if you can tm it.
Which one to power up for Machamp solo?

I'd like to solo Machamp and I'm wondering which of these pokemons to power up and/or change movesets:
Lugia 12/15/15 - 93%
Extrasensory / Sky Attack
Lugia 13/15/12 - 89%
Dragon Tail / Hydro Pump
Lugia 14/13/11 - 84%
Dragon Tail / Hydro Pump
Lugia 12/12/13 - 82%
Dragon Tail / Future Sight
Alakazam 15/14/11 - 89%
Confusion / Future Sight
As you can see, none of the Lugia's are perfect. I'm wondering whether to just power up the Alakazam, or bother with changing movesets of any of the Lugias and power that up.
If you'd power up one Lugia, which one would you go for? Assuming you can change movesets to be Extrasensory / Futuresight.

If you are only going to power up one of these, and without knowing what the rest of your team looks like, the Alakazam is a pretty safe bet. That would be my first choice.
The ES/SA Lugia is viable against Machamp as is, if you power it up enough (level 33.5 for maximum ES damage against Machamp boss), and you could fast-TM the DT/FS one to get ES/FS. I would go with either of these as my second choice after the 'Zam.
It could potentially cost you a lot of TM's to get a good moveset against Machamp on either of the DT/HP Lugias, so if your goal is soloing Machamp, I'd leave those two out of consideration.
Lugia's final Extrasensory breakpoint for Machamp is pretty low - even your lowest Attack IV Lugia hits it by level 33.5. As much as everyone tends to go for highest Attack Pokemon ALWAYS, I would go with the 93%. Lugia's role is primarily as an anchor, and that one is the only Lugia that you wouldn't have to TM either. 93% is pretty darn good.
For some perspective, your 13 Attack Lugia will hit the ES breakpoint by level 32.5, and the 14 Attack Lugia by level 32. If you were to power your Machamp counter Lugia up to its Extrasensory breakpoint, then the cost of using one of the others instead of the 93% Lugia will be as follows:

Another good choice would be to use the 93% one, and when you get a shot at Mewtoo, use it as a anchor there too, by CTMing Extrasensory to Dragon Tail. Dual purpose that way.
The two biggest holes in the mon coverage in the game now are the lack of a attacker with bug moves, and a good attacker with flying moves. Scizor and Scyther are all right, but won't compete with Dragonite, T-Tar, or the Legendaries.
