This is my best Vaporeon now, with 71.1% (32/45, 7/14/11) IV and 2176 CP, plus 178 HP, currently at level 25, with water gun and hydro pump. Should I power up it all the way as my trainer level goes? Or just leave it here and find another Vaporeon?

I'd leave it - you'll find a better one and it's useful as is.

id say dont max out a pokemon with less than 82.2% and without perfect moveset.. it will take some time to find the right one but it is definately worth waiting - dont waste your stardust. gl

I have to agree with this statement in a lot of ways. While level grinding I only worked on 70%+ Pokémon which quickly turned to 82%+ now I'm just doing 88%+ certain Pokémon like eevee I'm keeping 82%+ I won't anything below 82% unless it's for a pidgey party

You will find lots of high level/IVs Eevees. Dont power up this one, just use him the way he are. I evolved a 2550CP Vaporeon without any power up.

I'd leave it and use it as it is - still an excellent attacker. For defenders CP is important and hence IVs are. You'll find a better one for defending. Hopefully with a different charge attack.
