Weird pupitar worth evolving?

I have a pupitar that is 15 for attack and defence and 7 for hp. What does that mean? Great Pokémon with low max cp? Does it worth evolving?

If its level 30 or something , it will give you 3 k ttar

At level 30, a perfect IV Tyranitar is 3146 CP with 157 HP. Your 15a/15d/7s Tyranitar will be 3087 CP with only 151 HP. Utter garbage. Just transfer to the professor now.

It hits the same breakpoints for attack and defense as a perfect Tyranitar, but it has just 6 less HP.
