Which Scizor moveset is better?

For attacking, FC and XS. Better coverage, especially against Mewtwo. I have a lower CP one with the steel moves for defending, sometimes.

I have both and i like FC/XS so much better, you can literally dodge everything, even XS takes only 1,6 seconds. And you can use this moveset against mewtwo and alakazam raidbosses. Steel is only good against fairy, rock and ice.

Fairy: there is no relevant mon (when gen 3 drops we have Gairdevoir but also Metagross to claim the steel throne).

Rock: Rhydon and Golem both have double weakness against water and grass.

Ice: most ice mons are also partly water so you hit neutral damage (articuno cant defend).

So yeah, bug is in my opinion better.

Bug without a doubt. Useful against 3 legendaries (mew, mew2 and celebi) and is actually going to be the best celebi counter. Also fun to use in gyms.

I'm going to be the odd ball and vote for BP/IH. It seems like the only legit steel attacker in the game unless you count some odd choices like SW Dragonite, BPHS Machamp, metal claw kingler etc

FC XS is also the best bug attacker in the game but, its usage is quite limited given so many types resist bug, and for mewtwo (and all psychics in general), you have tyranitar, and against focus blast, scizor going to get wrecked anyway.

Take away the role of a psychic slayer, then you're left with dark types and grass, which, you can solve better with fighting and fire. Steel Scizor actually has a niche of countering fairies extremely hard, gonna be handy for Togekiss.

A steel move Scizor would be a good attacker against fairy pokemon and ice pokemon that are not also water type. Don't really see much of those currently in gyms, but it could be more useful in the future. Also super effective against rock, but there are better attackers for that.

A bug move Scizor is a good attacker against grass pokemon and psychic pokemon. A lot of legendary pokemon are psychic type. Also super effective against dark and resists Tyranitar's Iron Tail, but watch out for Fire Blast. Machamp is usually a better choice there, but F/X Scizor might be a decent choice when sweeping a low motivation gym with a Tyranitar and a psychic pokemon next to each other.

I have a 93% Scizor at 2439 with Fury Cutter and Iron Head and he's honestly one of my favorites to use in every single raid and he kills it. Just got a 100% one the other day with the same moveset so I'm looking forward to getting him up to par since he's only at 1560 now.
