Dragonite. If we're simply gonna use a high attack stat then Alakazam and Gengar would be on the list as well. It's not just about dealing tons of damage per hit... Resistances and survivability plays a huge part as well. Don't get me wrong. I love my Mewtwo and I'm gonna max it soon but Dragonite for me is the better among the two. That is simply my opinion.

Mewtwo definitely, although it doesn’t have Dragonite’s resistances, it’s higher DPS in ShB movesets (The highest in the game by a large margin) and some variety in FB ms get him the throne of the best generalist right now, plus has very decent defensive stats so it isn’t a glass cannon nor a fragile attacker
