How can I choose power up machamp?

What is the charge move on the Karate chop one?

Here's what I'm thinking:
Power up the 98% and TM it to get Counter / Dynamic Punch.

IF karate chop also has cross chop, Do. Not. TM. That. Moveset! It is inferior to C/DP, DPS-wise, but its short cooldowns may be of use in future competitive additions to the game. IF in the future Niantic still makes it such that legacy moves are no longer obtainable, KC/CrossChop may bode well due to its short cooldowns. This observation may pan out to be void if additional parameters are added, but it doesn't hurt to hold onto it.

I have a friend that had a couple of KC/CrossChop movesets and TM'd ALL of cross chops to dynamic punches..

Definetly keep KC I love that moveset. I even decided to power up my 96% KC instead of my 100% C/Dp just because I love it so much and already have many C/DP and C/Cc

Power up number 1, and use a fast TM to get counter. If it has Heavy Slam, use a charge TM. Dynamic Punch > Close Combat, but CC would still be a big improvement.

In every other way than by their level it seems on first glance.
