For Raikou, how much better is Thunder Shock than Volt Switch?

Game Press rates TS/WC Raikou and VS/WC Raikou both as "A" quality move sets. Yet Game Press' move set explanation states "Thunder Shock is superior to Volt Switch on offense, sporting higher DPS, higher energy gains, and improved dodging." So I gather that TS is better than VS, but not by much. At least not enough the make a rating difference. But the Game Press person that writes the description is not necessarily the same as the Game Press person that does the ranking. Can anyone with real life experience rate the practical difference between a TS/WC Raikou and a VS/WC Raikou? Maybe the answer is - "a bit better, but only use a TM for this change if you have a quick move TM you can spare." Please advise. Thank you.
