Rating of Wigglytuff, Dewgong is correct?
I'm choosing a pokemon to power up. I don't want to waste stardust on a weak one, so I've decided for myself to power up a pokemon with rating 8 or greater from this list https://pokemongo.gamepress.gg/pokemon-list. Almost all of those have max CP greater than 2000, and only Wigglytuff, Dewgong (and Chansey) is lower. Is it true, that Dewgong (Raing 8, max CP 1894) is better than e.g. Aerodactyl (Rating 7.5, max CP 2608)? How is it possible?

Rating for these PKM is imo not correct, i think, this list will be adjusted.
The only reason to have a dewgong is to fight dragonite when not having lapras. Now, there are two other PKM, who do this job better: Jynx and Cloyster.
I see dewgong not above 7-rating.
Wigglytuff was a decent defender, now, with its nerf, he is not anymore. Even it it provides good defense in comparison to its CPs, it will sit at the lower end of gym and be kicked off first.I see it not above 7 rating.
It's role will eventually be taken by chansey now, which was buffed greately.
Aerodactyl should be at least at 8, with bite and hyperbeam it is like a smaller gyarados, who also bites without stab.

Aerodactyl has literally one good moveset. If it's bite/hyper beam, could be worth leveling up. If not, it's definitely not.
Aero has good stats and will dish out decent dmg....but the problem is its typing. The only useful moves it resists are fire and normal. Taking extra dmg to water (vape), ice (lapras), steel (dragonite), rock (rhydon/golem) is hardly a good thing, though. As you can see, a good amount of the top defenders will have super effective attacks vs. him
Also, you'll have to dodge anyway since he's ATK stat heavy. You'll notice Wiggles has 120 more Stam with far lower CP
