Which Clefable should I keep?

A while back, I hatched a high IV Clefairy and quickly evolved it into a Clefable, more recently I stumbled upon a wild Clefairy that had a much higher level, but lower IVs. Which one should I keep and power up? I'm level 29.

Clefairy
- Level 28: Needs 4500 stardust to power up once.
- IV spread of: 15/7/15 (S/A/D) 82.2% Perfect.

Clefable
- Level 20: Needs 2500 stardust to power up once.
- IV spread of: 15/11/15 (S/A/D) 91.1% Perfect

Dust is the most precious ressource in PoGo. I'd power up the lv28 up to lv30 knowing that most trainers wouldn't power any of them. But I would love to have one as good as your lv28 with ZH/DG for defence.

I guess I came to my senses, lol! Thanks for the help on that! I thought about how much stardust I'd need just to beef up the lower level Clefable, apparently 56,000 to make it to level 28! Yikes! Anyway, I just evolved her aaaand Charge Beam/Moon Blast... again...

Oh well, I don't mind trying out some TMs just to fix the moveset. Thanks again!

I agree with the above poster (however my only 2 clefables are 1310 and 1302).
I would really like one at a high level (for free of course). If your level 20 was 96-100% IV maybe, but you are already 41/45--I'd save the dust

Ohhh.. another 100% Pokemon would be amazing! I only have one, a Vaporeon! Anyway, thanks for the help I chose to save my stardust and kept the high leveled one.

Keep both, power neither. Clefable isn't very relevant in the raid game, and defense in gyms is actually counterproductive unless you live in an area when gyms turn over hourly or faster.

Oh, and dust is currently the most precious resource, as was said above. Would you want to fail to get a T-Tar or Mewtoo because your team was just a tiny bit too low level, or your best T-Tar attackers weren't powered up enough?

i always keep the highest in CP if the pokemon is not needed in the meta
