Time to finally evolve Grimer ... BUT WHICH ONE?

Hi trainers,
Please give me your opinions ... which Grimer would you choose to evolve?
1) 837cp Grimer [73% IVs (level 24, HP 4, ATK 14, DEF 15)]
or
2) 694cp Grimer [80% IVs (IV calculator says it's either level 20, HP 14, ATK 14, DEF 8 or level 20, HP 13, ATK 13, DEF 10)].
It took soooo long to finally be able to do this!

If it took you this long to get the candies, you'll never (read, it will take a long time to) manage to power up the 80% one.

4 levels = 8 power ups =~ 20 candies?

I would wait. Those Grimer seem less than stellar to power up.
