Best defensive charge moves

Hi,
I don't understand why there are some differences between this sheet ; https://docs.google.com/spreadsheets/d/1hcFo7-UGWx1k1u1BHOvDhq8foPeRr7Y… and the site for best defensive charge moves.
For example for Venusaur, you say that Solar Beam is the best attack for a defensive role, but this sheet says Petal Blizzard. I'm a little confused.
