Tyranitar vs Mewtwo Power-Up Question

What is the minimum I need to power these up to in order to be nicely effective?

1 3098cp 87% 14/13/12 B/C level 30 atm

2 2054cp 84% 12/13/13 B/SE level 20 atm

3 2048cp 80% 13/10/13 B/FB with one charge tm available level 20 atm

I have 2 maxed out tyranitars both B/SE and one 35.5 tyranitar B/C. I'd like to take all 6 against Mewtwo. Just need advice as to minimum level to take these three.

Someone likely will answer with better details, but just in case I have a similar cupboard of Tyranitars. I took 5 to level 30 about 3100, leaving 4 at level 20 (but I have no Fire Blast even on them). Internet has been saying bite performs better at minimum level 27.5 (assuming perfect IVs)

1 is usable where he is.
2 will hit the breakpoint for bite at lvl 28 so I would go at least to that.
3 since you only have 1 tm, it is better to save it for Mewtwo and use something else as number 6.
